Why Evaluate?graphic of evaluation cycle
We all  want to know that our nutrition education efforts make a difference and result in a positive behavior change in our intended audience.  Statements based on a systematic evaluation are more likely to be accepted and believed than those based on casual observation or intuition. As both local and federal funding organizations are increasingly asking for evidence of success through outcome data, capturing evaluation data on reach, progress, and outcomes of your program participants becomes imperative. 

EARS- Education and Administrative Reporting System (EARS)
Implementation of the new Food Stamp Program (FSP) Education and Administrative Report System (EARS) is scheduled to start in FY 2008. It collects uniform data and information on nutrition education activities funded by BFNEP during the prior fiscal year. The data and information collected through the report will inform management decisions, support policy initiatives, provide documentation for legislative, budget and other requests, and support planning within the agency.

 Food and Nutrition Service (FNS) will allow a two-year implementation period for the report.  During this two-year period, State agencies and implementing partners are expected to create or modify elements of their current data collection systems so that by the end of the implementation period, reliable data can be submitted on all applicable elements of the EARS form. By FY 2010, all State agencies must report all applicable components (data elements) of EARS.

WIC Farmers Market Pilot Evaluation (Word, 2.37MB)
Two WIC contractors distributed fruit and vegetable vouchers and conducted nutrition education at farmers markets.

USDA reporting
Twice a year a report is submitted to FNS documenting the reach and progress of contractors

FY07 Contractor Semi Annual Report (PPT, 2.49KB)
Includes a six month summary of project demographics, contractor challenges, and success stories from the first and second quarters.

FY07 Contractor Annual Report  (MS Word, 5.5MB)
Includes the yearly summary of project demographics, a breakdown of the number of classes by location and target audience, and a few success stories from the third and fourth quarters.

Evaluation Training
An evaluation training was provided in January 2007. The objectives of the training were to:

  1. Provide an introduction and overview to evaluation.

  2. Convey the elements of program evaluation as a simple useful tool.

  3. Practice drafting a program evaluation template with peer programs.

  4. Identify the role of evaluation in your program.
